Engellilerin Yaşadığı Deneyimler Üzerine Sosyolojik Bir Analiz: Ordu İli Örneği

Abstract

Dünya nüfusunun % 15’ini bir engeli olan bireyler oluşturmaktadır. Son zamanlarda ekonomide yaşanan krizlerle sağlıksız beslenmelerin, sanayileşmeye dayalı üretime geçişle de iş kazalarının ve sel, deprem gibi doğal afetlerin giderek artması bu oranı daha da yukarılara çıkarmaktadır. Bu nedenle toplumsal yaşamın her alanında birçok problemlerle karşılaşan çok sayıda engelli birey bulunmaktadır. Başta toplumun onlara karşı olumsuz bakış açıları olmak üzere, istihdam ve eğitim gibi pek çok alanda karşılaştıkları sorunlarla mücadele etmek durumunda kalmaktadır. Bu çerçevede bu çalışmada, Ordu’da engelli bireylerin deneyimlerinden yola çıkılarak toplumdaki engelli algısı, engellilerin istihdam ve eğitim durumları ile bu alanlardaki politikalar incelenmiştir. Ayrıca istihdamda eğitimin nasıl bir rol oynadığı da ortaya konulmaya çalışılmıştır. Nitel yöntemin kullanıldığı araştırmada, katılımcılar, amaçlı ve kartopu örnekleme ile belirlenmiştir. Bu kapsamda Ordu’da yer alan engelli dernekleri ve sosyal medya aracılığı ile 21 engelli bireye ve 2 dernek başkanına yarı yapılandırılmış görüşme formu uygulanmıştır. Elde edilen bulgulara bakıldığında, toplumda engellilere yönelik olumsuz tanımlamaların ve bakış açılarının hâkim olduğu görülmüştür. Ayrıca engellilerin istihdama katılım durumları incelendiğinde de benzer sonuçlara ulaşılmıştır. Araştırma sonuçlarından yola çıkılarak, engellilerin olumsuz yaklaşımlar nedeni ile çeşitli sorunlarla karşılaştıklarını ve istihdam dışına itildiklerini söylemek mümkündür. Diğer yandan araştırmada engellilerin eğitim ve meslek edinimleri de incelenmiştir. Sonuç olarak da engellilerin eğitime büyük önem verdikleri fakat bu konuda da çeşitli problemlerle karşılaştıkları tespit edilmiştir. Özellikle engellilerin istihdamında, eğitimin nasıl bir rol oynadığı incelendiğinde, iş bulmayı kolaylaştırdığı, performansı arttırdığı, bireyin kendine olan özgüvenini geliştirdiği, devlet kurumlarına atanabilme imkânı yarattığı ve yaşam koşullarını yükselttiği görülse de ancak bu alanda politikaların yetersiz kaldığı veya uygulamaya yansımalarında sorunlar olduğu belirlenmiştir. Böylece bu çalışma ile engellilere yönelik sosyal, ekonomik ve kültürel yetersizliklerin varlığı ortaya konulmuş ve bu alanda gerekli çözüm önerileri üretilmesi gerektiği görülmüştür. Eğitim ve istihdama gerekli önemin verilmesi, engelli bireylerin kendilerini geliştirmelerine ve onların toplumsal alana daha fazla dahil olmalarına katkı sağlayacağı düşünülmektedir.

15% of the world's population are consists people with a disability. The recent increase in unhealthy foods due to the economic crises, work accidents with the transition to production due to industrialization, and the increasing in natural disasters such as floods and earthquakes increase this rate even higher. For this reason, there are many disabled people who face many problems in all areas of social life. They have to struggle with the problems they face in many areas such as employment and education, especially the negative approach of the society towards them. In this context and in this study, the perception of disabled people in the society, employment and education status of disabled people and policies in these areas were examined based on the experiences of disabled people in Ordu. In addition it has also been tried to reveal how education plays a role in employment in this study. In the research, where was the qualitative method used, the participants were determined by purposeful and snowball sampling. In this study, semi structured interview form is conducted with 21 disabled people and 2 president of disability associations in Ordu and social media. According to the analysis of the field study and interviews, it was seen that negative definitions and perspectives for people with disabilities dominate in the society. In addition, similar results were reached when the employment participation status of the disabled people were examined. Based on the results of the research, it is possible to say that people with disabilities face various problems due to negative approaches and they are excluded from employment. On the other hand, the education and getting a profession of the disabled people were also examined in the research. As a result, it has been determined that the disabled give a great importance to education, but they also face various problems on this subject. When examining the role of education, especially in the employment of the disabled people, it is seen that it makes it easier to find a job, increases the performance, improves the self confidence of the disabled people, creates the opportunity to be appointed to state institutions and raises the living conditions, but it has been determined that the policies in this area are insufficient or there are problems in their reflection on practice. Thus, with this study, the existence of social, economic and cultural inability for the disabled people obtained rand it has been seen that necessary solutions could be produced in this subject. It is thought that giving the necessary importance to education and employment will contribute to the improve of people with disabilities and their greater inclusion in the social sphere.
