XVII. yüzyılın ikinci yarısından itibaren Altın Orda hanlıklarını hâkimiyeti
altına alan Ruslar hızla Sibirya’nın uçsuz bucaksız topraklarında yayılmaya başladı.
Romanov Hanedanlığı dönemiyle sorunlar dönemini geride bırakan Rusya dış
politikada daha belirleyici adımlar atmayı hedefledi. Devlet hudutlarını genişletme
yolunda Sibirya’nın bilinmeyen bölgeleri keşfedilmeye başlandı. Rus
kolonizasyonun sağlandığı Sibirya toprakları üzerinden zengin Çin’e giden yollar
ve su kaynaklarının belirlenmesi cazip bir fikir olarak ortaya çıktı. Çin pazarları ve
malları hem Ruslar hem de Avrupalı devletlerin kârlı ticaret emellerini perçinleyen
bir madendi. İngilizler, Çin’e giden yolları bulma gayesiyle Rus devletinden Sibirya
topraklarından geçebilme izni istedi. Ancak Ruslar elde edeceği ticarî kazançlara
İngilizler olmadan erişmek istiyordu.
Mihail Federoviç döneminde derhal Rus-Çin ilişkilerinin teşkil olunması
amacıyla Sibirya Kozaklarından İvan Petlin önderliğinde Çin’e gidecek Rus elçiliği

Having dominated the Golden Horde khanates since the second half of
the 17th century, the Russians began to spread rapidly in the vast lands of Siberia.
Russia, which left behind the period of problems with the Romanov Dynasty, aimed
to take more decisive steps in foreign policy. Unknown regions of Siberia began to
be discovered on the way to expand the state borders. It turned out to be an attractive
idea to determine the routes and water resources to rich China through the Russian
colonized Siberian lands. Chinese markets and goods were a mine that reinforced
the lucrative trade ambitions of both Russians and European states. The British
asked the Russian state for permission to pass through the Siberian territory in order
to find the routes to China. However, the Russians wanted to reach their commercial
gains without the British.
In the period of Mikhail Federovich, organized the first official Russian
embassy to go to China under the leadership of Ivan Petlin, one of the Siberian
Cossacks, in order to establish Russian-Chinese relations immediately. On May 9,
1618, the embassy delegation departing from Tomsk and going to China from
Siberia and Mongolia lands returned to Tomsk exactly one year later on May 16,
1619. Ivan Petlin presented the letter he brought from the Chinese king and detailed
reports of the Chinese state’s roads, water resources and other provinces to the
Russian state. This commercial partnership was delayed before the Russians could
translate the Chinese letter for 56 years. Although Ivan Petlin successfully
completed his embassy mission, Russia’s procrastination delayed most partnerships
with China.
