Ulus-devlet yapılanmalarında yönetimler tarafından toplumun aidiyet ve
algı şemalarını şekillendirmede başvurulan önemli unsurlardan birisi de tarih
olmuştur. Üç yüz yıla yakın Rus tesiri altında yaşamak zorunda kalan Türk Asya
halkları tarih, kültür ve kimlik müdahaleleri ile karşı karşıya kalmışlardır.
Çarlık Rusyası hâkimiyeti altında Türk Asya halkları, üst kimlik olarak
Türk kimliğine bağlı alt kimliklerinde milli mücadelelerini sürdürmüşlerdir.
Çarlık Rusyası’nın dağılması ile oluşan yönetim boşluğunu milli hükümetlerle
doldurma girişimleri Azerbaycan’da Azerbaycan Halk Cumhuriyeti (1918-1920),
Kazakistan’da Alaş Orda Hükümeti (1917-1920) olarak karşımıza çıkmaktadır.
Sovyetler Birliği’nin kurulması ve gücü eline alması neticesinde Sovyet
Sosyalist Cumhuriyetlerine dönüşen Azerbaycan ve Kazakistan’da alt kimlikler
teritoryal milliyetçilikler düzleminde belirlenirken, üst kimliklerin Sovyet insanına
(Homo Sovieticus) dönüşmesine çaba harcanmıştır. Sovyet yönetimi tarafından
uygulanan teritoryal kimlik inşası bağımsızlık döneminde teritoryal ulus-devlet
modeline evrilmiştir.
Bağımsızlık döneminde teritoryal ulus-devlet modeli, Azerbaycan ve
Kazakistan’da Sovyet tarih yazımının yerine milli tarih yazımı yerleştirilerek
uygulamaya konulmuştur. Bu süreç, tarihin toplumsal alanda insanların duyu
organlarına ve bilinçaltlarına hitap eden gereçlerle yansıtılması yönünde
ilerlemiştir. Böylece milli kimliğin kuvvetlendirilmesi için tarihin toplumda inşası
bir gereklilik olarak karşımıza çıkmıştır.
History has been one of the important elements used by the governments
in the nation-state structures to shape the societies' sense of belonging and
perception. The Turkish Asian peoples, who had to live under the influence of
Russian for nearly three hundred years, faced history, culture and identity
interventions.
Under the domination of Tsarist Russia, the Turkish Asian peoples
maintained their national struggle with their sub-identities under Turkish identity
as upper identity. With the collapse of Tsarist Russia, attempts to fill the
administrative gap with the national governments appear as the People's Republic
of Azerbaijan (1918-1920) and the Alash Horda Government (1917-1920).
In Azerbaijan and Kazakhstan, which were transformed into Soviet
Socialist Republics as a result of the establishment of the Soviet Union and taking
power, sub-identities were determined on the basis of territorial nationalism, while
efforts were made to transform the upper identities into Soviet people (Homo
Sovieticus). The territorial identity structure implemented by the Soviet
administration has evolved into a territorial nation-state model in the period of
independence.
During the period of independence the territorial nation-state model,
national historiography was established into practice instead of the Soviet
historiography in the Azerbaijan and Kazakhstan. This process has proceeded to
reflect history in the social sphere with the means of addressing the senses and
subconscious of people. Thus, in order to strengthen national identity, the
construction of history in society has emerged as a necessity.
