Kaptan-I Derya Ahmed Vesim Paşa (1824-1910)

Abstract

Tez araştırması olarak seçtiğimiz ‘’Kaptan-ı Derya Ahmed Vesim Paşa (1824-1910)’’ hakkında daha önce detaylı bir araştırma yapılmamış olup mevcut eksiklik dikkate alınarak bu konuda tez çalışması yapılabileceği kanaatine varılmıştır. Günümüze değin Ahmed Vesim Paşa hakkında herhangi bir yüksek lisans veya doktora seviyesinde bir çalışma yapılmamıştır. Araştırmamız ile birlikte Kaptan-ı Derya Ahmed Vesim Paşa, ilk defa bir yüksek lisans tezine konu olmuştur. Ahmed Vesim Paşa’nın kısa biyografisi; birtakım ansiklopedi, kitap ve dergilerde yer almıştır. Ancak ilgili yayınlar incelendiğinde; hattat olması nedeniyle edebi yönüne ağırlık verildiği ancak askeri ve siyasi faaliyetlerine ise yer verilmediği anlaşılmıştır. Bu çalışma; Ahmed Vesim Paşa’nın Bahriye Mektebinden başlayarak siyasi ve askeri yükselişini, Osmanlı Donanması’nın modernizasyonu noktasındaki katkılarını, kariyerinin zirvesindeyken ev hapsine giden süreci aile bireylerinin de katkılarıyla ortaya koymayı amaçlamaktadır. Araştırmamız üç bölümden oluşmaktadır. Öncelikle araştırmanın tanımı ve mevcut kaynakların ayrıntılı bir değerlendirilmesi yapıldıktan sonra birinci bölümde; Kaptan Paşa kavramı, görev, sorumluluk ve yetkileri, gelir ve giderleri, ardından ise Kaptan Paşalığın kaldırışı ve son Kaptanı Derya meselesine değinilmiştir. İkinci bölümde; Ahmed Vesim Paşa’nın vapur süvariliğinden başlayarak Kaptan-ı Deryalığa uzanan kariyeri ve sonrasında ev hapsine giden süreci detaylarıyla ortaya konulmuştur. Üçüncü bölümde ise Ahmed Vesim Paşa’nın dördüncü kuşak torunu Ali Haydar Volkan ile yapılan söyleşiye, eserlerine ve dolayısıyla özel hayatına yer verilmiştir. Ahmed Vesim Paşa merkezinde ele alınan bölümlerde, Osmanlı Donanması’nın geçirdiği dönüşüm anlatılmaya gayret edilmiştir. Araştırmamız, Ahmed Vesim Paşa’yı konu alan ilk bilimsel çalışma olması nedeniyle birtakım eksiklikleri olduğu ortadadır. Temennimiz bundan sonra yapılacak olan çalışmalara öncülük etmesi, yeni bilgi ve belgelerin eklenerek konu ile ilgili eksikliklerin giderilmesidir.

There has not been a detailed research on "Captain-i Derya Ahmed Vesim Pasha (1824-1910)", which we chose as the thesis research, and it has been concluded that a thesis study can be done on this subject, taking into account the existing deficiency. To date, no master or doctoral studies have been conducted on Ahmed Vesim Pasha. With our research, Kaptan-ı Derya Ahmed Vesim Pasha was the subject of a master's thesis for the first time. Short biography of Ahmed Vesim Pasha; It has appeared in some encyclopedias, books and magazines. However, when the relevant publications are examined; Since he was a calligrapher, it was understood that his literary aspect was emphasized, but his military and political activities were not included. This work; It aims to reveal Ahmed Vesim Pasha's political and military rise starting from the Naval School, his contributions to the modernization of the Ottoman Navy, and the process that went to house arrest at the peak of his career, with the contributions of his family members. Our research consists of three parts. First of all, after the definition of the research and a detailed evaluation of the available resources, in the first part; The concept of Kaptan Pasha, his duties, responsibilities and powers, income and expenses, then the abolition of the Captain Pasha and the last Captain-i Derya issue are mentioned. In the second part; The career of Ahmed Vesim Pasha, starting from the cavalry of the steamship and extending to the Chief of the Admiralty, and then the process of going to house arrest are revealed in detail. In the third part, the interview with Ali Haydar Volkan, the fourth generation grandson of Ahmed Vesim Pasha, his works and therefore his private life are included. In the chapters dealt with in the center of Ahmed Vesim Pasha, the transformation of the Ottoman Navy has been tried to be explained. It is obvious that our research has some shortcomings as it is the first scientific study on Ahmed Vesim Pasha. Our hope is that it will lead the works to be done from now on, and that new information and documents will be added and the deficiencies related to the subject will be eliminated.
