Türkiye’de Tarımsal Üretici Kooperatifçiliği: Çay Örneği Üzerinden Bir Analiz

Abstract

19. yüzyılın ilk yarısından sonra İngiltere’nin Rochdale kasabasında 28 dokuma işçisi tüketim kooperatifi modeliyle dünyaya öncülük etmiştir. Böylece kooperatifçilik piyasada kar amaçlı işleyen şirketlere alternatif bir model haline gelmiştir. Zaman içerisinde tarımsal faaliyetlerde ve daha birçok sektörde üretim ve tüketim kooperatifi modelleriyle gelişen kooperatifçiliğin alternatif model söylemi günümüzde halen geçerliliğini korumaktadır. Türkiye’de çay üretim sürecinde kooperatifçiliğe dayalı bir alternatifin temel dinamiklerini tartışmaya açan araştırmamızda elde edilen temel bulgular şunlardır: 1- çay tarımı halen büyük ölçüde doğal koşullara bağlıdır ve çiftçiler fiyat ve girdiler anlamında yeterince desteklenmedikleri için sürdürülmesi zorlu bir faaliyet haline gelmektedir, 2- başta fiyat belirleme ve ürün satışı konularında üreticinin bir güvence olarak gördüğü ÇAYKUR’un VARLIK FONU’na devrinin özelleştirme riskini gündeme getirmesi ve son olarak 3- çay bitkisinin hasat işleminden sonra hemen işlenmesi zorunluluğu, üreticilerin ÇAYKUR ve özel sektör arasında kalarak ‘ürünümü hangisine satabilirim’ endişesiyle üretim yapması, hatta bölgedeki birçok üreticinin risk almamak için üretimden çekilmesi kooperatifçilik fikrini son dönemlerde daha popüler hale getirmiştir. Zira kooperatifçilik çay üreticisinin üretimden tüketime kadar her aşamasında ürününün geleceğine sahip çıkmasını sağlamaktadır.

After the first half of the 19th century, 28 textile workers in the town of Rochdale in the United Kingdom led the world with the model of a consumer cooperative. Thus, cooperatives have become an alternative model to the profitoriented company model. Today, cooperatives, which have diversified in time with the models of production and consumption cooperative in agricultural activities and many other sectors, still maintain the validity of the alternative model discourse. This research focuses on to discuss the basic dynamics of an alternative model of tea production which is based on cooperatives. Our research findings are as follows: 1- tea farming is still depending on natural conditions and because the farmers don’t have enough support in terms of base prices and various necessary inputs, tea farming is becoming a challenging activity, 2- the base price determiner, regulatory and main buyer institution of raw tea ÇAYKUR is transferred into the WEALTH FUND, and the farmers evaluated this event as a risk of near future privatization, and finally 3- the need to immediate processing of raw tea right after the harvest and the problems arising from quota applications led to farmers a concern of ‘whom I can sell my product?’ (to the state enterprise ÇAYKUR or to the private companies?) and furthermore many producers’ left the tea production in order not to take more risks. Above findings have popularized the idea of cooperatives in recent years. Because the cooperatives enable tea producers to protect the future of their product, at every stage from production to consumption.
