Ordu İlinde 2020-2022 Yılları Arasında Su Ürünleri Denetim ve İhlallerinin İncelenmesi

Abstract

Bu araştırmada, 2020-2022 yılları arasında Ordu İl Tarım ve Orman Müdürlüğünün Ordu il sınırları içerisinde gerçekleştirmiş olduğu su ürünleri kontrol ve denetim verileri değerlendirilerek tespit edilen su ürünleri ihlalleri incelenmiştir. Ordu ilinde 2020-2022 yılları arasında toplam 3964 denetim yapılmış ve 192 adet idari para cezası kararı uygulanmıştır. Ordu iline bağlı ilçelerde en fazla denetim gerçekleştirilen ilçenin 1093 denetim ile Altınordu ilçesi, en az denetimin gerçekleştiği ilçenin ise 5 denetim ile Ulubey ilçesi olduğu görülmüştür. En fazla ihlal Altınordu ilçesinde (80) görülürken, en az ihlal Gülyalı ilçesinde (3) yapılmıştır. Akkuş, Aybastı, Korgan, Mesudiye ve Ulubey ilçelerinde ise hiç ihlal tespit edilmemiştir. İhlalin türüne bakıldığında en fazla “amatör avcılığa aykırılık” tan (79), en az ise “avcılık ve yetiştiriciliğe ilişkin izleme ve takip sistemleri” ne (1) ilişkin idari para cezası kararı uygulandığı görülmüştür. En fazla idari para cezası miktarının “yasak yolla elde edilen su ürünlerinin imalatta kullanılması, ihracı, satışı, depolanması” kuralına aykırılıktan (173.048 ₺), en az idari para cezası miktarının ise “bilgi ve belge vermemek” kural ihlalinden (3563₺) olduğu tespit edilmiştir. El konulan su ürünlerine bakıldığında en fazla istavrit balığına (7086 kg), en az ise palamut balığına (2 kg) el konulduğu görülmüştür. El konulan su ürünleri av araçları incelendiğinde 166 adet uzatma ağına (16.600 m) el konulduğu görülmektedir. Ordu ilinde en fazla ihlal türünün “amatör avcılığa aykırılık” olduğu görüldüğünden bu ihlalin engellenmesi adına denetimlerin sıklaştırılmasının yanı sıra, 2024 yılında yayımlanacak yeni tebliğde konu ile ilgili yasal düzenlemelerin yapılmasının ve ticari amaçlı avcılık yapmak isteyen amatör balıkçılara gerekli teşvik ve ruhsatlandırma işlemlerinde bakanlık tarafından gereken adımların atılmasının faydalı olacağı düşünülmektedir.

In this research, the aquatic products violations detected by examining the aquaculture control and inspection data carried out by the Ordu Provincial Directorate of Agriculture and Forestry within the borders of Ordu province between 2020 and 2022 were examined. A total of 3964 inspections were carried out in Ordu province between 2020-2022 and 192 administrative fines were imposed. It was observed that the district with the most inspections in the districts of Ordu province was Altınordu district with 1093 inspections, and the district with the least inspections was Ulubey district with 5 inspections. While the most violations were seen in Altınordu district (80), the fewest violations were seen in Gülyalı district (3). No violations were detected in Akkuş, Aybastı, Korgan, Mesudiye and Ulubey districts. When we look at the type of violation, it is seen that the most administrative fine decisions are for "violation of amateur fishing" (79) and the least for "monitoring and tracking systems related to fishing and breeding" (1). It was observed that the highest amount of administrative fine was for violating the rule of "Use of illegally obtained seafood in manufacturing, export, sale and storage" (173,048 ₺), and the least amount of administrative fine was for violation of the rule of "Not providing information and documents" (3563 ₺). When we look at the seized fishery products, it is seen that the most confiscated horse mackerel fish (7086 kg) and the least bonito fish (2 kg) were confiscated. When the seized aquaculture fishing gear is examined, it is seen that 166 gill nets (16,600 m) were seized. Since it is seen that the most common type of violation in Ordu province is "violation of amateur fishing", inspections should be increased in order to prevent this violation. In addition, it would be useful to make legal regulations on the subject in the new law to be published in 2024 and to take the necessary steps for the ministry to encourage and license amateur fishermen who want to fish for commercial purposes.
