Türk Polis Teşkilatı’nın Gelişiminde Batı’nın Etkisi

Abstract

Bu çalışma, Osmanlı Devleti’nde Polis Teşkilatı’nın kuruluş gerekçelerinin ve sürecinin neler olduğunu ve Batı devletleri tarafından Polis Teşkilatı’nın etkilenip etkilenmediğini incelemek amacıyla hazırlanmıştır. Polis Teşkilatı’nın nerelerde ve nasıl kurulmak istendiği, kuruluşunda hangi sebeplerin etkili olduğu üzerinde cevaplar bulunmaya çalışılmıştır. Öncelikle Batı devletlerinde kurulan polis teşkilatlarının Osmanlı Devleti’nin devlet yapılanması üzerinde yaşanan evrelere ve aşamalara bakılmıştır. Osmanlı Devleti Polis Teşkilatı’nı kurmaya karar verdikten sonra Osmanlı bürokrasinin teşkilata bakış açısının neler olduğu üzerinde durulmuştur. Batı devletlerinin güvenliği ve asayişi bahane ederek Osmanlı Devleti’ne karşı uyguladığı baskılara ve iç işlerine müdahalelere nasıl cevap verildiğine bakılmıştır. Osmanlı Devleti’nde Polis Teşkilatı’nın kurulması ve devamında yapılan geliştirmeler ve düzenlemelerin devlet yöneticileri ve otoriteleri için önemli bir unsur ve elde tutulması gereken bir malzeme olarak neden bakıldığının yanıtları aranmıştır. Polis Teşkilatı’nın gelişiminde çıkarılan kanunlar, nizamnameler ve yönetmeliklerin neler olduğu ve Batılı uzmanların, polislerin ve müfettişlerin Osmanlı Devleti’ne nasıl çağrıldığı ve nelerin yapılmasının beklendiği ile Polis Teşkilatı’nın gelişiminde verdikleri eğitimin ve sundukları raporların neler olduğu ortaya konmaya çalışılmıştır.

This study was prepared to examine the reasons and the process of the establishment of the Police Organization in the Ottoman Empire and whether the Police Organization was affected by the Western states. It was tried to find answers on where and how the Police Organization was wanted to be established and what reasons were effective in its establishment. Firstly, the stages and process of the police organizations established in the Western states on the state structure of the Ottoman Empire were examined. After deciding to establish the Ottoman State Police Organization, the perspective of the Ottoman bureaucracy on the organization was emphasized. It was looked at how the Western states responded to the pressures and interventions in their internal affairs against the Ottoman Empire on the pretext of security and public security. The answers of why the developments and regulations in the establishment and continuation of the Police Organization in the Ottoman Empire were considered as an important element and a material to be kept in hand were sought. The laws, regulations and ordinances enacted in the development of the Police Organization and the Western experts, policemen and inspectors were invited to the Ottoman State and what was expected to be done, the training and the reports they gave in the development of the Police Organization.
