Türkiye’de 1980 Sonrası Ekonomi Politikalarının Kayıt Dışı İstihdama Etkisi

Abstract

Türkiye ekonomisinde kayıt dışı ekonomi 1960’lı yıllardan itibaren görülmeye başlamış olup, ilerleyen yıllarda etkisini istihdam üzerinde göstererek kayıt dışı istihdam sorununu da ortaya çıkarmıştır. Gelişmiş ve gelişmekte olan ülkelerin tamamında kayıt dışılık görülmekle beraber problemin çözümü hakkında kesin sonuçlar elde edilememiştir. Genel geçer bir tanıma uygun çözümler bulunamamıştır; çünkü ülke ekonomilerinin yapısına göre çeşitlilik unsurları, çözümü zorlaştırmaktadır. Kayıt dışı istihdamın nedenleri oldukça çeşitlidir ve bu konuda tedbirler kapsamında yöneticilerin plan, program ve stratejileri de fazla olmuştur. Kayıt dışı istihdam Türkiye ekonomisi için özellikle üzerinde durulması gereken ciddi bir sorundur. Günümüze kadar genel olarak düşüşe geçerek belirli bir oranda kendini gösterse de günümüz itibariyle yaklaşık % 30 civarlarında var olmaya devam etmiştir. Kayıt dışı istihdam, sosyal güvenlik sistemi üzerinden değerlendirilirse bireylerin sosyal güvencelerini yok etmektedir. Emeklilik sistemi üzerindeki olumsuz sonuçlarına ek olarak, sağlık sorununun çözümünde sisteme dahil hastanelerden ücretsiz hizmet alımını ortadan kaldırmaktadır. Bireylerin refah düzeyinde düşüşler yaşanarak, toplumsal düzenin bozulmasında oldukça etkilidir. Bu nedenle işçi, işveren ve devlet tarafından üçlü mekanizma geliştirilerek çözüm odaklı projelerle kayıt dışı istihdam sorunu uzun vadeli olarak oldukça düşük oranlarda kontrol altında tutulmalı ve kayıtlı istihdama teşvik arttırılmalıdır.
