Türkiye’De Sinema ve Televizyon İle İlgili Sivil Toplum Kuruluşlarının Sorunları (İstanbul Sinema Televizyon Sendikası Örneği)

Abstract

Geçmişten günümüze kadar olan süreçte insanoğlu doğası gereği sürekli güçlü olanın gücünü, kendi haklarına saygı gösterilmesi için sınırlandırmak istemiştir. Ortaçağda kentler ortaya çıkmış, kentte oluşan burjuvazi kesim feodallere karşı haklarını korumak için ortak hareket etmişlerdir. Bu dönemde sivil toplum kavramı iktidarı sınırlayan bir güç olarak ortaya çıkmıştır. Böylece devlet toplum karşısında sınırlanmıştır. Tarih boyunca ihtiyaçlar daima bir başka unsurun ortaya çıkmasına ön ayak olmuştur. Türkiye’deki Sinema televizyon sendikaları da set işçilerinin hakları elinden alındığı için bir gereksinim olarak görülüp defalarca kurulmuştur. Ancak günümüze kadar sınırlı sayıda sinema televizyon sendikası kurulmuştur ve bunların çoğu işlevselliğini kaybedip kendini feshetmiştir. Günümüze kadar kurulan sinema tv sektörü ile ilgili sivil toplum kuruluşları içerisinde işlevsel olarak en etkili olanı “ Önde Kamera Arkada Dayanışma” sloganıyla İstanbul Sinema Televizyon Sendikası’dır. Çalışmada bu sendika bağlamında sinema televizyon sektörü ile ilgili sivil toplum kuruluşlarının sorunlarına değinilmektedir. Çalışma sonundaki bulgulara göre Türkiye’deki sinema-televizyon sektörü ile ilgili sivil toplum kuruluşlarının karşılaştıkları temel sorunlar; set çalışanlarının işsiz kalma korkusu, yapımcı ve kanalların reyting kaygısı, yapımcıların ceplerine giren paranın daha çok olmasını istemesi ve bu bileşenlere bağlı olarak da sektörde çalışanların çalışma saatlerinin fazla olduğu bilgisine ulaşılmıştır.

In the process from the past to the present day, mankind wanted to limit the power of the ever-powerful one to respect his own rights. In the Middle Ages, cities emerged and the bourgeoisie formed in the city acted jointly to protect their rights against the feudals. In this period, the concept of civil society emerged as a power limiting power. Thus the state is limited in the face of society. Throughout history, needs have always been at the forefront of another element. The rights of trade unions in cinema television sets seen as a requirement for workers in Turkey was established repeatedly taken away. However, a limited number of day-to-day cinema television unions have been established, and many of them have lost their functionality and canceled themselves. Among the non-governmental organizations related to the cinema TV sector established up to now, the most effective functionally is the Istanbul Cinema Television Union with the slogan "Solidarity in Front Rear Camera". In the context of this union in the study, the problems of non-governmental organizations related to the cinema television sector are mentioned. the main problems faced by civil society organizations concerned with cinema-television sector in Turkey, according to the findings at the end of the study; set employees have been informed that they are afraid of being unemployed, worried about the ratings of producers and channels, asking for more money to enter the producers' pockets, and depending on these components, the working hours of the employees in sector are high.
