Abstract: | Türkiye ekonomisinde kayıt dışı ekonomi 1960’lı yıllardan itibaren
görülmeye başlamış olup, ilerleyen yıllarda etkisini istihdam üzerinde göstererek
kayıt dışı istihdam sorununu da ortaya çıkarmıştır. Gelişmiş ve gelişmekte olan
ülkelerin tamamında kayıt dışılık görülmekle beraber problemin çözümü hakkında
kesin sonuçlar elde edilememiştir. Genel geçer bir tanıma uygun çözümler
bulunamamıştır; çünkü ülke ekonomilerinin yapısına göre çeşitlilik unsurları,
çözümü zorlaştırmaktadır. Kayıt dışı istihdamın nedenleri oldukça çeşitlidir ve bu
konuda tedbirler kapsamında yöneticilerin plan, program ve stratejileri de fazla
olmuştur.
Kayıt dışı istihdam Türkiye ekonomisi için özellikle üzerinde durulması
gereken ciddi bir sorundur. Günümüze kadar genel olarak düşüşe geçerek belirli
bir oranda kendini gösterse de günümüz itibariyle yaklaşık % 30 civarlarında var
olmaya devam etmiştir.
Kayıt dışı istihdam, sosyal güvenlik sistemi üzerinden değerlendirilirse
bireylerin sosyal güvencelerini yok etmektedir. Emeklilik sistemi üzerindeki
olumsuz sonuçlarına ek olarak, sağlık sorununun çözümünde sisteme dahil
hastanelerden ücretsiz hizmet alımını ortadan kaldırmaktadır. Bireylerin refah
düzeyinde düşüşler yaşanarak, toplumsal düzenin bozulmasında oldukça etkilidir.
Bu nedenle işçi, işveren ve devlet tarafından üçlü mekanizma geliştirilerek çözüm
odaklı projelerle kayıt dışı istihdam sorunu uzun vadeli olarak oldukça düşük
oranlarda kontrol altında tutulmalı ve kayıtlı istihdama teşvik arttırılmalıdır. The informal economy began to be seen in the Turkish economy since the 1960s, and in later years revealed the problem of informal employment by showing the impact on employment. Informality in developed and developing countries is observed, although conclusive results about the solution of the problem could not be obtained. Appropriate solutions could be found because the de facto recognition of the country's economy according to the structure diversity of elements complicates the solution. The causes are quite varied and in this regard measures of informal employment of managers in the area of the plans, programs and strategies has never been greater. Informal employment is a serious problem that needs to be emphasized in particular for the Turkish economy. Although the general decline in the present day through itself at a certain rate, as of today, approximately 30% continued to exist in the vicinity. Informal employment, social security system is evaluated on individuals is destroying social security. In addition to the negative consequences on the pension system, health service system included in the solution of the problem eliminates the intake of free from the hospital. A decline in the level of welfare of individuals through experience, is very effective in the breakdown of social order. For this reason, workers, employers and the government developed by the tripartite mechanism and solution-oriented projects with the problem of informal employment is a longterm basis at very low rates must be kept under control and on promoting registered employment should be increased |
